I'm starting to notice a pattern here. At first, I didn't refrigerate my persimmon scions for whip and tongue grafting. Success rate: 0%.
Then I refrigerated them. Success rate: 100%.
This year, I forgot to refrigerate them. Success rate: 0 %.
Are you noticing a pattern here? I hope I remember to refrigerate them next year.
I think it is more important to refrigerate them because they are grafted so late.
They have more chances to get old and dried out.

Currently all my scions for whip and tongue grafting is held at 20F which is substantially below freezing.
Extra items I'm willing to share with you in trade for a single scion of medlar of any kind is much appreciated. My apples are not collected yet but all else is. For example sweet cherry 'black pearl' is one of the things I have that might be interesting for you, or 'adara' plum because it allows sweet cherry to be grafted upon plums with when the adara serves as the interstem. Apples in my yard out there are the ornamental 'sargent-tina' (listed as FB resistant), 'winter banana', and 'yellow transparent'.
