Hello，everyone. I have an over bearing plum tree. Could  I can cut off whole branches that are too high for me ?

Yes.  If you are in the rainy PNW I'd recommend doing it during the growing season during a period of dry weather.  

If you are unfamiliar with pruning, Google "thinning cut" to see where and how to make the cut.
