Ideally it shouldn't be sprayed at all unless you know what symptoms you are trying to control.
They should be sprayed all the way to the ground, trunk and all, if that is where you are observing symptoms. Otherwise, no spray at all.
I used to spray lime-sulfur for peach curl, and would add something like dish soap to get it to cover better. Without soap, it seemed to bead up and not spread out.
