I’m in SW Virginia (only 3 months here ), and have the same spots happening on my - and my neighbor’s apple tree leaves... There appears to be a varietal difference in susceptibility, and it doesn't appear to be affecting the apples, but the following description is one of the best I’ve found:
“This looks like cedar apple rust, which is common on unsprayed apple trees. It's fungus and in order to prevent it, you would have to spray multiple times with a fungicide BEFORE it's infected. Most home gardeners tolerate some rust and look to getting whatever fruit they can from the trees. Choosing resistant varieties is an important aspect to success.” - That’s from Dr. Jeana Myers
