When is grafting season in the Oregon City, Portland area? Here in Southern Oregon March 15 is the pruning deadline. Small leaves are popping out of all the buds on apples and cherries now.
I'll join HOS very soon. I guess emails will let me know of root stock and scion wood offers and events. I suppose I am too late for this year, to do any grafting...?

P.S. I realize that if I have the scion and rootstocks, and I keep them in a cool place, I can extend the season a bit.
And I just finished pruning… you can dodge the new leaf growth ... and shouldn’t terminate your stems with a flower bud (only a growth bud), so they’re safe – as long as you don’t drag the wood you’re removing across anything tinder.
…and I’m still waiting to do some bark grafting, wanting to make sure the bark slips on an apple to pear project. …and hoping my scions stay tight and dormant in the Fridge
I've successfully grafted dormant scions in June or later.
As long as the scions are kept dormant and don't dry out or mold you should be fine. The drawback to waiting is you don't get as much growth the first season.
I've done this with apple, pear, quince, and I think plum.
