Bees in winter, but not in spring?

Over the winter I noticed many individuals (scores each time, at least) of various bees in my flowering heath and Peiris, but now that my fruit trees have been flowering I've seen none.

Anyone know why or if it is significant?

I have read that they don't fly when it is raining, or when it is too cold. As for Portland, it's been too wet, too windy and too cold, I think. Pollination may really be screwed up by this Spring weather. I hope not.
